Again, really limited knowledge in this area, a few nuggets of information here. The commonwealth foundation at least is a voluntary membership and not all members nations of the commonwealth are members of the commonwealth foundation. Just taking one piece of text from the commonwealth foundation site, so even the idea that the modern commonwealth is a UK institution would be inaccurate. "Eight governments came together in 1949 to form the modern Commonwealth. Australia, Canada, Sri Lanka (formerly Ceylon), India, New Zealand, Pakistan, South Africa and the United Kingdom declared themselves to be “united as free and equal members” co-operating together in the pursuit of peace, liberty and progress."
