If you're unable to access chat is probably has something to do with your network setting because chat is turned on for all members.  I just double checked your permissions and chat is turned on.

Are you using internet explorer? Try google chrome or Firefox and see if that works.

I don't have a computer just use my phone. But that is Google chrome.
