The company owners (big tobacco) will swing into action. Funding studies to 'prove' Vaping is harmless. Their marketing functions will continue the advertising blitz and governments will be hesitant to act because of 'personal freedom' and uncertainty about the impact of a ban on young votes.

 

Meanwhile, people will get addicted, get cancer and die.
